Guidance to add ignore label to pipeline failure issues

Why is this change being made?

Apply typeignore label by default for failure issues created during pipeline triage. Sometimes these failure issues do not end up being a bug and have no action items that require prioritization from the product team hence applying typeignore makes sense.

Context: This was discussed recently in Quality Engineering Bi-Weekly and consensus was to apply typeignore first and then change the label accordingly.
