Group security chart upper bound

What does this MR do?

This merge requests sets an upper bounds of 5%. It's approximate as the eCharts library tries to find the best interval when accommodating multiple lines graphs with different value ranges.

At minimum we will have a buffer of 5% from the top of the graph.
