Adds help text to the Colour Widget input when creating a new epic

How to set up and validate locally

  1. Enable the epic_color_highlight feature flag 
    Feature.enable(:epic_color_highlight)
  2. Visit a create epic page http://gdk.test:3000/groups/flightjs/-/epics/new
  3. Review the description of the Colour widget
