Reduces EE difference for pipeline graph component

What does this MR do?

It moves the EE version of graph_component to a new EE file since we will be changing it to allow for a recursive pipelines to be rendered for upstream and downstream pipelines.

The differences between CE and EE in this component often cause conflicts.
