This change adds a refresh view of the runner details for the groups, showing more details about each runner.

How to set up and validate locally
- Enable the feature flag
Feature.enable(:group_runner_view_ui) - Visit any group with runners attached
- Select any runner and visit (e.g. http://gdk.test:3000/groups/h5bp/-/runners/77)
