Group runner detail view: use refreshed look and feel

Release notes

Group administrators should have a similar experience as instance administrators when managing runners. We have refreshed view of the runner for group admins so they can see the same details as admins.

Problem to solve

We have developed a new runner admin view with a refresh UX. We have an outdates view in the runner details for the group.

Proposal

The group runner details should use the same template and look and feel as the runner details in the admin section:

The outcome of this issue would be to update the runner view to be the same as the group.
