Update jira integration privacy considerations

What does this MR do and why?

In a discussion on Slack (internal) we found that the privacy considerations for Jira integrations can be improved.

The questions that came up are:

  • Does this affect the entire Jira Integration, or literally just the one called Jira Integration?
  • Are the DVCS Connector and Jira Development Panel also affected by the privacy concern?

We initially added this section to resolve #328569 (closed)
