What does this MR do and why?
This MR adds a disabled card layout for non ultimate users:
- Background:
#fafafa - Disabled Toggle
- Disabled Radio
- Ultimate Text

How to set up and validate locally
- Go to "Security & Compliance" > "Configuration
- Click on the "Vulnerability Management" tab
- For non-ultimate users, you will see the disabled UI.
