Enable feature flag for optimizing followed users tabs

What does this MR do and why?

This enables the optimized_followed_users_queries feature flag for speeding up all followed user tabs on the activity dashboard page.

Rollout issue: #358649 (closed)

The flag is enabled for 24hours on production and so far no errors were reported: #346435 (comment 922493237)
