Remove disabled toggle of mirror checkbox on import project

What does this MR do and why?
This MR is aimed to fix the behavior when the Mirror repository checkbox got disabled after returning to the Import Project -> Repo by URL from other import options.

How to set up and validate locally
Use Firefox
- Create a new project/repository
- Then choose Import project
- Pick the Repo by URL option
- Then pick the option to a different choice like
GitHub - Navigate back browser in browser
- Select the Repo by URL option again
