Auditor cannot see project Infrastructure menu item

What does this MR do and why?

This MR enables the Infrastructure menu item and related views for the auditor role. Auditor should have the right to see the views, but not perform actions.

How to set up and validate locally

1. Login (or impersonate) as an auditor
2. Verify the Infrastructure menu item is available together with the Kubernetes clusters and Terraform sub-items.
3. Verify the auditor can see all the related views, but not perform actions.
