Remove incident labelled metric

What does this MR do and why?

Relates to #350453 (closed)

With !78258 (merged) in place, we do not need this metric anymore for reporting purposes. So we removed the incident_labeled_issues count from service ping.

Removed the Label class and usage in specs.
