ci: Automatically deploy Review App for changes to controllers

What does this MR do and why?

Expected results:

  • Less production incidents due to problems detected before merge
  • CI cost increase now that we'll deploy and rely more on Review Apps for backend MRs
  • More load on the Review Apps cluster (this is the reason we're only enabling this for changes to controllers for now)
