Add /health_status, /clear_health_status quick actions

What does this MR do and why?

This MR introduces a couple of quick actions to manipulate the health status of an issue (Ultimate-only). This was the last remaining issue property from the righthand UI panel that was not modifiable via a quick action.

Service ping metrics were added as per https://docs.gitlab.com/ee/development/service_ping/metrics_dictionary.html#metrics-added-dynamic-to-service-ping-payload.

How to set up and validate locally

Locally

• Make sure you have an Ultimate license installed on the GDK
• Open an existing issue, e.g. http://gdk.test:3000/flightjs/Flight/-/issues/9
• In the text box, start typing /health_status / /clear_health_status

In review app

• Open https://gitlab-review-pedropombe-kz033n.gitlab-review.app/gitlab-instance-9b7441a0/Monitoring/-/issues/new
• In the text box, start typing /health_status / /clear_health_status
