Quick action support for setting Health status
Problem to solve
When updating multiple items for an issue, users will often use GitLabs quick actions to apply these. For example adding weight, a milestone, and a health status to schedule a new issue.
The only item in that list right now that won't work, is the health status. It would be great to have it supported to quickly update it with the other attributes.

Support a /status
quick action, to quickly set the possible values.
Permissions and Security
No changes to the current model, if one can use the sidebar to update the status, that actor should be able to use the slash command.
What does success look like, and how can we measure that?
@zj-gitlab can use /status
when scheduling the next release. Ping him on this issue once it shipped to measure it.
