Fix vulnerability report tab querystring removed when filters changed
What does this MR do and why?
This MR fixes an issue on the vulnerability report where changing the tab from development to operational sets the tab querystring to "operational", but changing the vulnerability filters while on this tab incorrectly removes the tab querystring parameter.
