Revert "Merge branch '342135-move-presenters' into 'master'"

What does this MR do and why?

This reverts !72631 (merged) because it seems to have broken a condition that controlled the visibility of the Manage scans button in the DAST configuration page.

We have opened an issue to discuss a better fix, but we feel like reverting the changes that caused the regression is our best option for now.
