Enable snowplow for group saml qa test

What does this MR do and why?

Address: #345485 (closed)

One of corrective actions listed during RCA - SAML SSO Redirects was to extend QA test suite with testing SAML features both with Snowplow tracking turned on and off. This MR implements toggable flow to change Snowplow settings and applies its for all SAML test suites.
