Draft: Change Gitaly E2E to handle dial-nodes response in JSON format

The 'praefect dial-nodes' command returns a JSON response whereas currently the tests are expecting the response to be in a string format. see gitaly!4035 (diffs) This MR updates how we check this response to handle the JSON

Pending decision on gitaly#3905 (closed) to decide if we proceed with this change.
