Remove editing of status on the Jira issue details page

What does this MR do and why?

We are no longer implementing this part of the Jira integration (backend was never done) so we are removing all the related frontend code.

This MR reverts most changes made in !60092 (merged). Some of the previous changes have been left out either because they are actually useful or they will be removed in later MRs.
