Remove frontend code related to updating Jira issues

The Atlassian team is not recommending that any third parties edit issues in their systems. This is because there can be complexities with required fields and workflows that can lead to a bad end user experience.

This issue is to capture the effort to remove any frontend code that was supporting the update functionality.

• FE: Allow users to edit the status of a Jira issue on details page !60092 (merged)
• FE: Allow users to edit labels of a Jira issue on details page !65298 (merged)

Feature flag roll-out issues that relate to this work:

• [Feature flag] Rollout of jira_issue_details_edit_labels
• [Feature flag] Rollout of jira_issue_details_edit_status

These feature flags will be removed. Once they're removed, we can close each of the roll-out issues.
