[VSA] Make lead time tile a link to lead time chart

What does this MR do and why?

In !72485 (merged) we added a dashboard and a docs for the Deployment frequency tile in VSA.

This MR adds the same two links (link to the CI/CD dashboard and to the docs) for the Lead time metric to group and project-level VSA.
