[VSA] Make lead time tile a link to lead time chart

Problem to solve

As a user, when I am view deployment frequency on VSA, I only see a numerical value. In order to get more details, I need to navigate away from VSA to CI/CD analytics->deployment frequency which is not intuitive.

Proposal

If a user presses the lead time tile, it will take him/her to the lead time chart of that project/group

In this example:

It will take me to https://gitlab.com/gitlab-org/gitlab/-/pipelines/charts?chart=lead-time
