This MR improves the UI text for the use-case of a pipeline being skipped on a MR.

How to set up and validate locally

  • Have the setting pipelines must succeed enabled
  • Create a new branch and MR
  • Make a commit with [ci skip] to skip the pipeline
  • Check the ready to merge widget text
