Message in MR widget when `pipeline must succeed` is checked and pipeline is skipped is not clear

🧩 Problem Statement

When Pipeline must succeed has been enabled and pipeline is skipped for a commit/MR, users are not clearly communicated of the reason why merging is blocked.

Proposal

• Change the message on the MR widget to clearly communicate that the changes could not be merge because Pipeline must succeed is enabled and pipeline was skipped and user should run a pipeline to be able to merge.
