ci: Remove the 'nodejs-scan-sast' job which isn't used anymore

What does this MR do and why?

The job isn't used as we're not dealing with nodejs code in our codebase. Having the scanner enabled results in false positives like https://gitlab.com/gitlab-org/gitlab/-/security/vulnerabilities/18889549.

The job was deactivated with !71946 (merged).
