Enable repo size limit and group ip restriction for Registration features program

What does this MR do and why?

This MR enables the following paid features in exchange for enabling ServicePing.

1. Limit project size at a global, group, and project level
2. Restrict group access by IP address.

Adds spec to verify the functionality.

This does not change any behavior for instances that have a license for the mentioned features.
