DevOps Adoption: Add "trend over time" graph
What does this MR do and why?
This MR adds a chart to the DevOps Adoption feature, which displays the feature adoption over time. The chart is only available on the group level feature - and displays data for the primary group.
Sorry for the large(ish) MR, we considered delivering the Chart and tooltip in separate MRs, but the chart data was confusing without the tooltip.
