[DevOps Adoption] Add "trend over time" graph

Proposal
In the Overview tab in DevOps Adoption (group only), under the section that shows adoption numbers for the previous calendar month, add a trend graph showing adoption data for the past 12 months.
- X axis shows each month for the past 12 months
- Y axis is the total number of features that have been adopted. Y axis title is "Total Adopted"
- Graph title is "Total number of features adopted"
- Show three columns for each month (Dev, Sec, Ops). Column colors match the colors used in the section higher on the page that shows adoption numbers for the previous calendar month
- A legend below the graph maps each color as follows:
- Orange is "Dev"
- Aqua is "Sec"
- Green is "Ops"
- Data in the graph reflects the current group only.
- A tooltip which contains the feature (adopted / not adopted) information for each section.
