Merge `data_available` and `implemented` statuses into `active`

What does this MR do?

Related to #335894 (closed). Follow-up to !68592 (merged).

This removes data_available and implemented metric statuses and replaces them with active.

Note that this MR depends on !69438 (merged), but I've chosen not to merge-target it, because it needs to be as close to master as possible.
