Simplify metrics statuses based on Spike suggestions

Proposal

We could simplify the metrics status.

• active: use active instead of data_available
• remove not_used status if any
• remove deprecated: remove if any, Update documentation
• keep removed
• keep broken. Update documentation, A metric marked as broken must also have the repair_issue_url attribute.
