Bump minimum Node version to 12.22.1

What does this MR do?

The docs refer to Node 12.x but there is still a CI job using 10.x and the engine within package.json defines also 10.x instead of 12.x, see https://gitlab.com/gitlab-org/gitlab/-/blob/master/doc/install/installation.md#4-node
