Disable individual historical vulnerability statistics update by default

What does this MR do?

This MR disables updating the "historical vulnerability statistics" for each update/insert of a vulnerability by default. To mitigate the risk of breaking some logic depending on this broken feature, we've added a new feature flag to revert the behavior back to its original.
