Deprecate Pipeline finder by name

What does this MR do?

As it was decided in issue #336953 (closed), we are deprecating the name parameter of the GET /projects/:id/pipelines endpoint in %14.2.

Release post: gitlab-com/www-gitlab-com!87881 (merged)

It will be removed in %14.3. (draft MR: !66020 (closed))
