What does this MR do?

Replaces the Engineering Productivity label with the tooling one for categorizing tooling work. gitlab-dangerfiles has been prepared for the transition in 2.3.0.

This prepares the transition from Engineering Productivity to ~"team::Engineering Productivity" (https://gitlab.com/gitlab-org/quality/team-tasks/-/issues/954#note_630282687).
