Change upgrade path from 14.0.3 to 14.0.5

What does this MR do?

A small follow up to changes made in !65641 (merged) and !65513 (merged).

!65477 (merged) contains a background migration that needs to be run before upgrading to %14.2. The MR was backported to the 14.0.5 patch release and will be included in the upcoming %14.1 release. To ensure that this background migration runs before an instance is upgraded to %14.2, we should recommend that users upgrade to 14.0.5 rather than 14.0.3.
