Add troubleshooting section to batched migrations docs
What does this MR do?
This MR update Batched Background Migrations documentation, adds Troubleshooting section, in order to explain how to solve the issue with batched background migrations not finished when upgrading to GitLab 14.2 (or higher version).
Related to #334998 (closed).
