Update the UI text for custom templates group setting
What does this MR do?
Updates the UI text and docs for the custom project templates group setting. There was a bit of confusion in !62622 (merged), which attempted to update this setting, but the changes were applied to the wrong place, and I think were not totally accurate.
I've tested the feature a whole bunch today, and I think the docs and UI text reflect how this works a bit more clearly.
