Fix UI text for custom templates admin setting
What does this MR do?
In !62622 (merged), we updated the UI text for the Admin Area settings for Custom project templates, but accidentally put in the text for the group custom project templates setting, and links to the group settings docs.
This MR corrects the UI, updates the link, and updates the docs to match (and hopefully make it clearer).
