Extend Plan limits API with `terraform_module_max_file_size`
What does this MR do?
In !54232 (merged), the new Plan limits API was added (see docs). In the meantime, a new plan limit terraform_module_max_file_size was added in GitLab (!56414 (merged)), but the Plan limits API was not extended accordingly.
So this MR extends the Plan limits API with the new terraform_module_max_file_size property. So this limit can also be get and set over API without UI.
