Backports security reusable components into CE to use in JUnit report
What does this MR do?
For https://gitlab.com/gitlab-org/gitlab-ce/issues/45318 we need the security reports reusable components in CE code base. This MR has the CE changes: https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/20613 and rearranges EE to match the new location
