Bring back the ability to return issue feedback when there is no issue link associated to vulnerability

What does this MR do?

This MR brings back the ability to return issue feedback when there is no issue link associated to vulnerability. With this previous change here, we lost the ability to get issue feedback from pipeline security tab, as from finding when we create issue it does not return issue feedback if there is no associated vulnerability link present.
