What does this MR do?

Enable new Rails connection handling

Previously we enabled only in test + dev (!63816 (merged)) but disabled by default in prod. Now that this has been rolled out successfully in GitLab.com via gitlab-com/gl-infra/production#4921 (closed), enable this for everyone
