Escalation rule updates do not trigger request parameters recalculation

What does this MR do?

Changes request parameters for escalation policy update/create to be retrieved by method rather than computed property as escalation rules update doesn't trigger a recalculation of computed

This bug is a blocker for the feature flag removal !64101 (comment 613629738)

To test enable escalation_policies_mvc feature flag

To reproduce the situation that this bug fixes - check related issue #334733 (closed)
