Introduce escalation policies [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Removes escalation_policies_mvc feature flag and thus introduces Escalation Policies MVC functionality

The minimal license required is GitLab Premium

To check - navigate to your project=>Operations=>Escalation Policies.

Add escalation policy /Delete escalation policy /Edit escalation policy

⚠ If schedule dropdown in add policy modal is disabled - navigate to your project=>Monitor=>Oncall-schedules to create a schedule or several
