Draft: Add vsa filter bar to project level VSA

What does this MR do?

Adds the group level VSA filter bar to our project level VSA implementation, this includes vuex changes to set the paths / values of the filter bar.

This MR:

• Adds the shared filter bar from group level VSA to project level VSA
• Updates additional project VSA api requests to include the filter parameters
