Accept the `repository_update_events` argument in the SystemHooks API

What does this MR do?

This MR adds support for the repository_update_events argument in the SystemHooks API #331259 (closed).

The argument was documented as being supported in 6a3437ff when there was never any support for it, so this change does not require any documentation!
