ci: Fix 'needs' for the 'rspec:feature-flags' job and remove Danger rule that adds tags to MR title upon FF change

What does this MR do?

Follow-up of !61052 (diffs):

  • The rspec:feature-flags only depends on the static-analysis job now
  • This also remove a Danger rule that's not needed anymore
