Add feature flag removing support for release notes in tags API [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

We deprecated this API a long time ago, but I'm afraid of simply removing it without an option to quickly roll it back on .com, so introducing this feature flag.

I Will shortly remove it in !63389 (merged)
