Remove support for release notes in tags API [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

This is a follow up from !63392 (merged) which actually removes releases from tags API.

Marked as draft until !63392 (merged) is merged and tested in production.
